GENERAL DESCRIPTION:
This dataset contains the Federal-aid Highway System layer from the October 2019 version of the Florida Department of Transportation Roads Characteristics inventory (RCI) dataset. This layer represents roadways eligible for funding from the Federal Highway Administration (FHWA), both routine and disaster-related. (Note: The Federal Emergency Management Agency (FEMA) can provide emergency federal funding for roads that are not eligible for FHWA funding.) The Federal-Aid Higway System feature class shows Federal aid funding eligibility as derived from event mapping Feature 112, characteristic FAHWYSYS from the FDOT Roadway Characteristics Inventory data. This data represents the information collected and reported as of the most recent inventory performed and may not reflect the current conditions.

ROADWAY A unique 8-character identification number assigned to a roadway or section of a roadway either On or Off the State Highway System for which information is maintained in the Department's Roadway Characteristics Inventory (RCI).

FED_HWY_SY Indicates funding source or program for roadway.
5 = National Highway System (NHS) - The NHS is a subset of public roads, mostly on the State Highway System, that have national significance. It includes Interstates and other major highways, as well as smaller roads that provide immediate access to certain intermodal facilities such as airports, seaports, transit stations, and truck terminals. Roads and other facilities were originally designated as NHS facilities by Congress, and FHWA approval is required to make any changes or additions to these designations. NHS roads are Federal-Aid Eligible, and in fact have their own category of funds. 6 = Surface Transportation Program (STP) - STP roads are all Federal-Aid Eligible roads other than NHS roads. A roads is given the STP classification automatically if it is functionally classified by FHWA as Principle Arterial, Minor Arterial, Urban Collector, or Rural Major Collector. A road that is classified as a Rural Minor Collector, Rural Local, or Urban Local is not STP and is not Federal-Aid Eligible unless it happens to be an intermodal facility connector designated as NHS. 9 = Federal Aid None (FA None) - Roads that are neither NHS nor STP are designated as FA None. They are not eligible for FHWA funding, but may be eligible for funding from the Federal Emergency Management Agency (FEMA) in the event of a disaster. This is a 2-character representation of the Managing District.

The RCI is a computerized database of physical and administrative data
related to the roadway networks that are either maintained by or are of
special interest to the Department. In addition to data required by the
Department, the RCI contains other data as required for special Federal and
State reporting obligations. The RCI is maintained by District and Central
Office personnel. While there are many other important databases
maintained by the Department (several that contain more highly technical
data such as bridge specifications, highway design, or pavement) the RCI
remains the largest database with over 1 million records.

The FDOT GIS Federal-Aid Highway System feature class shows Federal aid 
funding eligibility of public roadways. It also designates roadways as on or off the 
National Highway System (NHS). If code 5 appears in this characteristic, then the 
roadway is on NHS, otherwise it is off NHS. NHS is assigned by Transportation 
Data & Analytics and approved by the FHWA. All roadways functionally 
classified as major collector and above and not NHS are Surface Transportation 
Program (STP). In general, STP projects may not be on local or rural minor 
collectors. To be eligible for federal STP funding, a project must be on a roadway 
functionally classified as an urban collector or rural major collector or above, or on a 
local road or rural minor collector if that roadway was on the Federal-aid Rural 
Secondary System (FARSS) as designated on January 1, 1991. Federal aid eligibility 
may include designation of the NHS. This information is required for all roadways 
functionally classified as local and above, and NHS roadways with any functional 
classification.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
This dataset was created using ESRI event mapping.  The route system is the 
Transportation Data and Analytics' linear referencing system (LRS).  The event source data are from the 
fahwysys table stored in Oracle.  The event data is retrieved using the following 
query:

The data set was taken from the Florida Department of Transportation Statistics Office from the following webpage: http://www.dot.state.fl.us/planning/statistics/gis The data set was originally downloaded in OCTOBER 2019 as the RCI basemap. Specific instructions, created by URS Corporation and the GeoPlan Center, were carried out. The data set is then to be updated on a regular basis. The data was originally in UTM Zone 17, Nad83, units meters. The data was projected to Albers HPGN. -Download the most recent DOTShapesGDB.mdb -Exported feature class fahwysys to shapefile -Changed name to RCI_FEDAID -Added a descript field based on field FED_HWY_SY -Projected the shape file to the standard FGDL projection.
