GENERAL DESCRIPTION:
Well Construction permitting data shows locational information about some of the wells permitted by the District. The Water Resources Act of 1972 gave the Northwest Florida Water Management District the responsibility to protect, conserve and manage the ground waters in northwest Florida from Escambia County to western Jefferson County. As required by law, the District initiated regulation of the construction, repair and abandonment of all water wells. Those regulations, found in Chapter 40A-3, Florida Administrative Code (www.nwfwmd.state.fl.us/permits/rules/ch40A3.pdf), require permits for all wells, establish minimum well construction standards and conduct inspections and enforcement. Spatial distribution of wells help permitting personnel determine whether the construction of proposed well will be according to the Florida Statutes. For example, whether it will adversely affect the ground/surface water resources or will be close to a ground water contamination area. The spatial data provided may only represent a small fraction of the existing wells. The data represents the records for well construction/repair/abandonment permitted beginning in the year 1976 so does not contain data on wells constructed prior to 1976. The location information may have been provided by the well contractor or owner and may not have been verified by the District. Please keep these limitations in mind when using the data.

included in the dataset.

the original data.
The Northwest Florida Water Management District (NWFWMD or District) stretches 
from the St. Marks River Basin in Jefferson County to the Perdido River in 
Escambia County. The District is one of five water management districts in 
Florida created by the Water Resources Act of 1972.  The District has worked 
for decades to protect and manage water resources in a sustainable manner for 
the continued welfare of people and natural systems across its 16-county region.  
It serves Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, 
Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton, Washington and western 
Jefferson County.

Purpose of the data is to regulate the distribution and volume of  water to 
conserve and assure supply in relation to demand for the present and the 
future. Construction, repair and proper abandonment of water wells, both 
public and private, and the quantities of water that may  be extracted, are 
regulated by the Water Management Districts. The primary purpose of this 
data is to assist the District with evaluation of permits issued under Part 
II of Chapter 373 of the Florida Statutes(Consumptive Use Permitting) and 
under Part III of Chapter 373, Florida Statutes (Well Construction Permitting).

Accuracy is not always verified.  Following is a list of methods used to locate the wells;

well permits we have issued.  The spatial data provided may therefore only 
represent a small fraction of the existing wells.  The data represents the records for 
well construction/repair/abandonment permitted beginning in the year 1976 so does

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
Tabular data is recorded everyday into Oracle database.  GIS layer is updated overnight 
to reflect the data entered the day before. Then the layer is inserted into SDE.

GeoPlan Center Process Steps: GeoPlan acquired the data via email from the NWFWMD in January 2018. The data downloaded was received in shapefile format. The data was in the following projection: NAD_1983_UTM_Zone_16N The following tasks were undertaken: - Reprojected to the FGDL Albers NAD83 HARN projection. - Deleted OBJECTID field - All records were uppercased. - Selected records with lat/long not equal to zero and exported into new layer, to create layer with only points that contain spatial information. - Changed original layer name from well_permits_jan2018.shp to wells_nwfwmd_jan18. - Added the DESCRIPT field based on WELL_USE. - Added the FGDLAQDATE based on the date GeoPlan acquired the data from the source Process Date: 20180125
