GENERAL DESCRIPTION:
This feature class/shapefile represents electric power substations in the State of Florida. Substations are facilities and equipment that switch, transform, or regulate electric voltage. The Substations feature class/shapefile includes taps, a location where power on a transmission line is tapped by another transmission line.

USER NOTES:
Data were extracted from sources (identified in the SOURCE field) and other open 
source websites to populate the attribute fields; NOT AVAILABLE values (for string 
and date data types) and Null values (for numeric data types) denote missing data 
that was not present in the source data. During quality control, attributes were 
checked to ensure that they fell within the expected ranges or had expected/valid 
values. Text attribute values were checked for spelling and usage consistency. No 
topology tests were conducted. All records were verified to occur within the spatial 
domain of the feature class/shapefile.
Data is complete as of the most recent date indicated in the Time Period section 
and given available sources.
GeoPlan relied on the integrity of the attribute information within
the original data.

This feature class/shapefile is for the Homeland Infrastructure Foundation Level 
Database (HIFLD) (https://gii.dhs.gov/HIFLD) as well as the Energy modelling and 
simulation community.

None; all efforts are made to place the geographic representation of the facility on-
entity using the best available imagery from a wide variety of sources. Users should
read and understand the METHOD metadata as well as the Processing Steps.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data

DATA LINEAGE SUMMARY:
Authoritative data sources are identified through open source research. That data is
then acquired and transformed into a usable data format. The properly formatted 
data then goes through preprocessing steps that includes a georeferencing or 
spatial adjustment operation to give spatial context to the data. In the absence of 
authoritative sources, feature geometry is created based on interpretation of the 
best available imagery. The data goes through further refinement using remote 
sensing techniques. After preprocessing, records go through a review process in an
effort to meet the goal of placing each feature on a facility based on-entity location 
based on interpretation of the best available imagery and open source information. 
The DATE field indicates the date in which the review step took place.

The GeoPlan Center downloaded the electric power transmission lines data from the following website on February 28th 2018. Homeland Infrastructure Foundation-Level Data (HIFLD) Open Data https://hifld-geoplatform.opendata.arcgis.com/ *Previously known as https://hifld-dhs-gii.opendata.arcgis.com/ Electric_Substations.zip Electric_Substations.shp The data was originally in the following projection: Name: GCS_WGS_1984 Details: Angular Unit: Degree (0.017453292519943295) Prime Meridian: Greenwich (0.000000000000000000) Datum: D_WGS_1984 Spheroid: WGS_1984 Semimajor Axis: 6378137.000000000000000000 Semiminor Axis: 6356752.314245179300000000 Inverse Flattening: 298.257223563000030000 A subset of the dataset was created for Florida where the Southeast region was selected near Florida. Next a selection set was created where the field STATE was = 'GA' next features included in the selection set were removed if they fell within the State of Florida via the CNTBND layer. The remaining selected GA features were deleted. The same steps were performed for features marked as 'AL' The dataset was reprojected to FGDL Albers Harn HPGN using the following transformation: WGS_1984_(ITRF00)_To_NAD_1983 + NAD_1983_To_HARN_Florida Deleted the OBJECTID field. Added and Populated the DESCRIPT field as: "ELECTRIC SUBSTATION: " & [NAME] Added and Populated the FGDLAQDATE field. Uppercased all fields except the SOURCE fields which contained website information. Updated the metadata. Process Date: 20180228
