TITLE: ELECTRIC POWER TRANSMISSION LINES IN FLORIDA - 2017

Geodataset Name: POWERLINES_JUL17
Geodataset Type: SHAPEFILE
Geodataset Feature: Polyline
Feature Count: 3292
GENERAL DESCRIPTION:
This feature class/shapefile represents electric power transmission lines in the State of Florida. Transmission Lines are the system of structures, wires, insulators and associated hardware that carry electric energy from one point to another in an electric power system. Lines are operated at relatively high voltages varying from 69 kV up to 765 kV, and are capable of transmitting large quantities of electricity over long distances. Underground transmission lines are included where sources were available.

The entity and attribute information provided here describes the tabular data
associated with the data set. Please review the detailed descriptions that are
provided (the individual attribute descriptions) for information on the values that
appear as fields/table entries of the data set. Please see the "Processing Steps"
section for further methodology. For string and date data types, NOT AVAILABLE
values denote missing data that was not present in the source data. For numeric
data types, -999999 denote missing data that was not present in the source data.
However, the missing data may be present in other sources not yet discovered and
used in the creation and/or maintenance of this dataset. These records may be
populated with valid information in future update cycles.
USER NOTES:
Data were extracted from sources (identified in the SOURCE field) and other open
source websites to populate the attribute fields. For string and date data types, NOT
AVAILABLE values denote missing data that was not present in the source data.
For numeric data types, -999999 denote missing data that was not present in the
source data. During quality control, attributes were checked to ensure that they fell
within the expected ranges or had expected/valid values. Text attribute values
were checked for spelling and usage consistency. No topology tests were
conducted. All records were verified to occur within the spatial domain of the
feature class/shapefile.
Data is complete as of the most recent date indicated in the
Time Period section and given available sources.
GeoPlan relied on the integrity of the attribute information within
the original data.
None.

This feature class/shapefile is for the Homeland Infrastructure Foundation Level
Database (HIFLD) (https://gii.dhs.gov/HIFLD) as well as the Energy modelling and
simulation community.

None; all efforts are made to place the geographic representation of the facility on-
entity using the best available imagery from a wide variety of sources. Users should
read and understand the METHOD metadata as well as the Processing Steps.

None; dataset contains no vertical data.

None (Public Use). Users are advised to read the data set's metadata thoroughly to
understand appropriate use and data limitations.

The Florida Geographic Data Library is a collection of Geospatial Data
compiled by the University of Florida GeoPlan Center with support from
the Florida Department of Transportation. GIS data available in FGDL is
collected from various state, federal, and other agencies (data sources)
who are data stewards, producers, or publishers. The data available in
FGDL may not be the most current version of the data offered by the
data source. University of Florida GeoPlan Center makes no guarantees
about the currentness of the data and suggests that data users check
with the data source to see if more recent versions of the data exist.

Furthermore, the GIS data available in the FGDL are provided 'as is'.
The University of Florida GeoPlan Center makes no warranties, guaranties
or representations as to the truth, accuracy or completeness of the data
provided by the data sources. The University of Florida GeoPlan Center
makes no representations or warranties about the quality or suitability
of the materials, either expressly or implied, including but not limited
to any implied warranties of merchantability, fitness for a particular
purpose, or non-infringement. The University of Florida GeoPlan Center
shall not be liable for any damages suffered as a result of using,
modifying, contributing or distributing the materials.

A note about data scale:

Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
information, see the References section and the Data Source Contact
section of this documentation. For more information regarding
scale and accuracy, see our webpage at:

DATA LINEAGE SUMMARY:
Authoritative data sources are identified through open source research.
That data is then acquired and transformed into a usable data format.
The properly formatted data then goes through preprocessing steps that includes a
georeferencing or spatial adjustment operation to give spatial context to the data.
In the absence of authoritative sources, feature geometry is created based on
interpretation of the best available imagery. The data goes through further
refinement using remote sensing techniques. After preprocessing, records go
through a review process in an effort to meet the goal of placing each feature on a
facility based on-entity location based on interpretation of the best available imagery
and open source information. The DATE field indicates the date in which the review
step took place.

The GeoPlan Center downloaded the electric power transmission lines data from the following website on February 28th 2018. Homeland Infrastructure Foundation-Level Data (HIFLD) Open Data https://hifld-geoplatform.opendata.arcgis.com/ *Previously known as https://hifld-dhs-gii.opendata.arcgis.com/ Electric_Power_Transmission_Lines.zip Electric_Power_Transmission_Lines.shp The data was originally in the following projection: Name: GCS_WGS_1984 Details: Angular Unit: Degree (0.017453292519943295) Prime Meridian: Greenwich (0.000000000000000000) Datum: D_WGS_1984 Spheroid: WGS_1984 Semimajor Axis: 6378137.000000000000000000 Semiminor Axis: 6356752.314245179300000000 Inverse Flattening: 298.257223563000030000 A subset of the dataset was created for Florida where the CNTBND county Extents were buffered by 400m. This was used to clip the original and create the new Powerlines dataset. The dataset was reprojected to FGDL Albers Harn HPGN using the following transformation: WGS_1984_(ITRF00)_To_NAD_1983 + NAD_1983_To_HARN_Florida Deleted the OBJECTID and SHAPE_LEN fields. Added and Populated the DESCRIPT field as: "POWER TRANSMISSION LINE (VOLTAGE: " & [VOLT_CLASS] & ")" Added and Populated the FGDLAQDATE field. Uppercased all fields except the SOURCE fields which contained website information. Updated the metadata. Process Date: 20180228
