GENERAL DESCRIPTION:
This dataset contains the 305(b) Assessed Waters point features in the State of Florida that are monitored by the U.S. Environmental Protection Agency (US EPA). The 305(b) program system provide assessed water data and assessed water features for river segments, lakes, and estuaries designated under Section 305(b) of the Clean Water Act. 305(b) waterbodies are coded onto NHDPlus v2.1 features creating area, point and linear events representing assessed and non-assessed waters. In addition to NHDPlus reach indexed data there may also be custom events (point, line, or area) that are not associated with NHDPlus and are in an EPA standard format that is compatible with EPA's Reach Address Database. These custom events are used to represent locations of 305(b) waterbodies that are not represented well in NHDPlus.

Shape Feature geometry.

PERMANENT_IDENTIFIER 40-char GUID value that uniquely identifies the occurrence of each event.

EVENTDATE The date the event was created or updated.

REACHCODE Unique identifier composed of two parts. The first eight digits are the subbasin code defines by FIPS 103, next six digits is a randomly assigned sequential number unique within a Cataloging Unit, length 14.

REACHSMDATE Date that the reach code was assigned.

REACHRESOLUTION Code for source resolution: 1=Local resolution, 2=High resolution, 3=Medium resolution.

FEATURE_PERMANENT_IDENTIFIER 40-char GUID value that uniquely identifies the NHD feature upon which the event is located.

FEATURECLASSREF Domain value indicating the type of NHD feature the event is associated with.

SOURCE_ORIGINATOR The organization responsible for the submission of the data. In most cases this is a state abbreviation.

SOURCE_DATADESC Supplemental data relevant to the event.

SOURCE_FEATUREID Key field linking the event to source program data.

FEATUREDETAILURL Http link leading to online resources with further information about the event.

MEASURE Measure location of the event along the NHD reach.

EVENTOFFSET Event display offset

EVENTTYPE Domain value indicating the program for which the event has been created.

GEOGSTATE Abbreviation of US state or state equivalent where the majority of the event is located.

CYCLE_YEAR Cycle year of data

START_DATE Start date of data

END_DATE End date of data

WBD_HUC12 WBD HUC12 subwatershed that most encompasses the NHD feature

WBD_HUC12_PERCENT Percentage of the feature contained within the WBD12 unit

NAVIGABLE Flag indicating whether an event occurs on an NHD flowline which may be navigated using NHDPlus tools.

VERTICES Numeric count of individual vertices in the Event feature.

WBD_HUC12_NAME Name of the WBD HUC12 subwatershed that most encompasses the NHD feature. Derived from FGDL layer: NHDWBD_HUC12_DEC17

USER NOTES:
Tests for integrity have not been performed.
Features represented have not been tested for completeness.
GeoPlan relied on the integrity of the attribute information within
the original data.
Procedures Used: State Water Quality Agencies supplied EPA's Office of Water 
lists of waters reported under 305(b). These lists contained text which identified the 
locations of individual waters on their list. Many states also submitted GIS 
coverages and/or maps that outlined the spatial extent of their listed and assessed 
waters. These base materials were used by EPA to code the spatial extent onto the 
appropriate feature of NHDPlus to create Reach Address Database events. 
Revisions: The event tables were sent to each state for review and comment.

To identify the spatial extent of waters listed under the 305(b) program attributed as 
being assessed in the ATTAINS database. These waters can be linked to the 305
(b) information stored in the EPA's Assessment and TMDL Tracking and 
Implementation System (ATTAINS) for query and display.  Use the 
Source_FeatureID field and Cycle_Year field to link indexed assessed waters to the 
EPA's ATTAINS Database.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
Each state provided a marked-up map or existing GIS coverage denoting the 
location and extent of each waterbody. Event tables were created by conflating the
state's data to NHDPlus v2.1 hydrology. Event identifiers were populated with the 
305(b) codes supplied by each states' list.
